CY 2023 eCQM Data Due February 29, 2024

For hospitals participating in the Hospital Inpatient Quality Reporting (IQR) and/or Medicare Promoting Interoperability Programs, the deadline to submit electronic clinical quality measure (eCQM) data is Thursday, February 29, 2024, at 11:59 p.m. Pacific Time (PT).

The deadline is for the mandatory Safe Use of Opioids-Concurrent Prescribing eCQM and three self-selected eCQMs, for four quarters of calendar year (CY) 2023 data. The quarters for CY 2023 are the following:

Quarter (Q) 1 2023 (January 1–March 31)

Q2 2023 (April 1–June 30)

Q3 2023 (July 1–September 30)

Q4 2023 (October 1–December 31)

Each quarter must contain at least three self-selected eCQMs, plus the mandatory Safe Use of Opioids-Concurrent Prescribing eCQM. The eCQMs must be the same across quarters. To meet Centers for Medicare & Medicaid Services (CMS) CY 2023 eCQM reporting requirements, report the Safe Use of Opioids-Concurrent Prescribing eCQM and at least three eCQMs from the CY 2023 Available eCQMs Table, for four quarters, using electronic health record technology certified to the 2015 Edition Cures Update criteria.

Data must be submitted through the Hospital Quality Reporting (HQR) Secure Portal in any combination of Quality Reporting Document Architecture (QRDA) Category I files, zero denominator declarations, and/or case threshold exemptions. The successful submission of CY 2023 eCQM data will apply towards the Hospital IQR and Medicare Promoting Interoperability Programs impacting the fiscal year (FY) 2025 payment determination for eligible hospitals and the FY 2023 payment determination for critical access hospitals.

Note: The Medicare Promoting Interoperability Program requirements and attestation deadline for eligible hospitals and critical access hospitals is also Thursday, February 29, 2024, 11:59 p.m. PT.

Please verify the status of your eCQM data submission prior to the deadline by generating the Program Credit Report, Submission Accuracy Report, and other applicable reports within the HQR System. Refer to the CY 2023 eCQM QRDA I File Submission Checklist for further information.

Hospital IQR Program eCQM-Related Extraordinary Circumstances Exceptions (ECEs)

Hospitals participating in the Hospital IQR Program that are unable to successfully report eCQM data by the submission deadline can review the Extraordinary Circumstances Exceptions Policy information and ECE request form on the QualityNet website. ECE requests related to eCQM reporting for the Hospital IQR Program are due by Monday, April 1, 2024.

Medicare Promoting Interoperability Program Hardship Exceptions

Hardship exceptions for the Medicare Promoting Interoperability Program follow a different request process and different timeline than the Hospital IQR Program.
