Has CMS changed their references to National Quality Forum (NQF) number to Consensus-Based Entity (CBE) number for their endorsed measures?
The CMS CBE endorses quality measures through a transparent, consensus-based review process that supports health care quality improvement. CMS uses CBE-endorsed measures in some of its quality reporting and value-based purchasing programs. However, not all CBE-endorsed measures are used by CMS, and not all measures used by CMS are CBE-endorsed.
The CMS CBE maintains its measure inventory in the Submission Tool and Repository (STAR). Measure identifiers are now referred to as CBE numbers instead of NQF numbers, but the numbers themselves have not changed. CMS has updated this terminology in proposed rules, the CMS Measures Inventory Tool (CMIT), and the eCQI Resource Center, and plans to update it in Qualified Clinical Data Registries (QCDR).
