Is there a way to provide a standard structure to construct an eCQM including metadata, data criteria, population criteria, based on the QDM?

This information is in the CQL-based Health Quality Measure Format (HQMF) Implementation Guide (IG). This document describes constraints on the HQMF Normative edition Release 1 (HQMF R1) header and body elements for the CQL-based HQMF. Volume 3 of the IG references QDM. CMS is currently using QDM v.5.6 and CQL-based HQMF STU 4.1 addresses QDM v5.6.
