eCQM Permission for OQR Program Now Available in HQR System

In preparation for the opening of the Outpatient Quality Reporting (OQR) Electronic Clinical Quality Measure (eCQM) voluntary submission period in January 2024, a new permission is now available in the Hospital Quality Reporting (HQR) System. This permission is needed to submit for the OQR ST-Segment Elevation Myocardial Infarction (STEMI) measure and will provide either View or Upload/Edit access, along with the ability to view data results for OQR eCQMs.


Existing Security Official (SO) users that participate in the OQR program will automatically be given Upload/Edit and data results permission.


Basic Users will need to log into HQR with your HARP ID and follow the steps below to request the permission.

  1. Navigate to your name at the top right corner and select My Profile.
  2. On your profile page, find your organization and select View Access.
  3. Select Request Change in Access.
  4. Under Data Submissions, navigate to eCQM, and click Add
  5. On the next screen, select the appropriate authorization parameters (Upload/Edit or View) corresponding with the Outpatient Quality Reporting (OQR) permission.
  6. Select Apply & Close.
  7. When you return to your permissions, scroll to the bottom of the page, and select the Review button, followed by Submit.
     

The request will be sent to the Security Official for your organization to approve.

While this permission is available to all users of HQR, a new authorization via the Vendor Management process is needed to allow vendors the ability to submit data on behalf of a Provider.
