Now Accepting Public Comments through June 8, 2026 on the Draft 2027 CMS QRDA III Implementation Guide, Schematron, and Sample File for Eligible Clinicians

The Centers for Medicare & Medicaid Services (CMS) has posted the draft 2027 CMS Quality Reporting Document Architecture (QRDA) Category III Implementation Guide (IG), Schematron, and Sample File for Eligible Clinicians. The public comment period opens May 18, 2026 and closes on June 8, 2026, at 5:00 p.m. Eastern Time (ET).

The draft 2027 CMS QRDA III IG outlines the requirements for reporting electronic clinical quality measures (eCQMs) for the 2027 calendar year reporting period. This draft IG is based on the same underlying Health Level Seven International® (HL7) QRDA III standard used in previous CMS QRDA III IG publications.

Changes to the draft 2027 CMS QRDA III IG:

  • General updates to support the 2027 performance period.
  • Addition of guidance and conformance statements to support the Ambulatory Specialties Model.

Changes to the draft 2027 CMS QRDA III Schematron:

  • Addition of conformance statements to support the Ambulatory Specialties Model.

Changes to the draft 2027 CMS QRDA III Sample File:

  • General updates to support the 2027 performance period.

  • You must have a JIRA account to submit a comment
  • We are accepting comments until 5:00 p.m. ET on June 8, 2026
