Update: eCQM Submission Status Report for CY 2017 Hospital IQR and EHR Incentive Program eCQM Reporting

The Centers for Medicare & Medicaid Services (CMS) is notifying data submitters that the CMS data receiving system within the QualityNet Secure Portal has not yet been updated to reflect the revised Calendar Year (CY) 2017 electronic clinical quality measure (eCQM) reporting requirements for the Hospital Inpatient Quality Reporting (IQR) and EHR Incentive Programs.

Issue:  The FY 2018 Inpatient Prospective Payment System (IPPS) Final Rule, dated August 14, 2017, which is available on CMS.gov, outlines changes to the CY 2017 reporting requirements to require four eCQMs for one quarter of CY 2017 data (Q1, Q2, Q3, or Q4).  As a result, the eCQM Submission Status Report may indicate “No” rather than “Yes” in the IQR-EHR section under the Program Year Successful eCQM Data Submission header.

Resolution:  Once the system update has been released, hospitals and vendors will be notified by CMS via a number of communication outlets, including the ListServes and the QualityNet News updates.  In the meantime, hospitals and their vendors can generate a current copy of the eCQM Submission Status Report for their records and review the Submission Status field on the report. If the report indicates “Submitted,” in relation to the corresponding Measure ID, this indicates the provider has QRDA Category I files that were successfully accepted for the identified eCQM(s) for the discharge quarter identified in the Discharge Quarter field. 

Once hospitals and vendors are notified the CMS data receiving system has been updated to reflect the reduced CY 2017 eCQM reporting requirements outlined in the FY 2018 IPPS Final Rule, hospitals should regenerate and save the most recent eCQM Submission Status Report for their records.  The eCQM Submission Status Report is available via the QualityNet Secure Portal.

Note: Once the eCQM Submission Status Report is corrected, if you have submitted production QRDA Category I files and the IQR-EHR section under the Program Year Successful eCQM Data Submission header is still indicating “No,” then generate the available EHR reports in the QualityNet Secure Portal to troubleshoot your files and resubmit your production data prior to the February 28, 2018 deadline.  At that time, it is also recommended to regenerate the most current eCQM Submission Status Report to verify successful submission status.  If your hospital is having difficulty troubleshooting your file errors, contact the QualityNet Help Desk qnetsupport@hcqis.org.
