Measure Authoring Tool and Bonnie Tool Now Available Using Clinical Quality Language

The Centers for Medicare & Medicaid Services (CMS) and the Office of the National Coordinator for Health Information Technology (ONC) are pleased to announce that the Measure Authoring Tool (MAT) and the Bonnie Testing Tool have been successfully updated to include the implementation of the Clinical Quality Language (CQLinfo-icon). These tools will support the development of the electronic clinical quality measuresinfo-icon (eCQMinfo-icon) in CMS quality reporting programs which will be transitioned to use the CQL standard (CQL Release 1, Standard for Trial Use (STU) 2) for logic expression beginning with calendar year 2019. CQL is a Health Level Seven (HL7info-icon) International standard and aims to unify the expression of logic for eCQMsinfo-icon and Clinical Decision Support (CDSinfo-icon). CQL provides the ability to better express criteria for measure populations to improve the accuracy and clarity of eCQMs.

The MAT is a web-based tool that allows measure developersinfo-icon to author eCQMs. Using the tool, authors create CQL expressions, which use the Quality Data Model (QDMinfo-icon) as their foundation. Please see for more information on the MAT.
