Measure Authoring Tool and Bonnie Tool Now Available Using Clinical Quality Language

November 27, 2017 - 1:04pm

The Centers for Medicare & Medicaid Services (CMS) and the Office of the National Coordinator for Health Information Technology (ONC) are pleased to announce that the Measure Authoring Tool (MAT) and the Bonnie Testing Tool have been successfully updated to include the implementation of the Clinical Quality Language (CQLinfo-icon). These tools will support the development of the electronic clinical quality measuresinfo-icon (eCQMinfo-icon) in CMS quality reporting programs which will be transitioned to use the CQL standard (CQL Release 1, Standard for Trial Use (STU) 2) for logic expression beginning with calendar year 2019. CQL is a Health Level Seven (HL7info-icon) International standard and aims to unify the expression of logic for eCQMsinfo-icon and Clinical Decision Support (CDSinfo-icon). CQL provides the ability to better express criteria for measure populations to improve the accuracy and clarity of eCQMs.

CMS will continue offering general and targeted educational sessions on how CQL is used to support eCQMs. To learn more about CQL, please check the Electronic Clinical Quality Improvement (eCQI) Resource Center Events page for information on previously recorded and upcoming webinars.

For More Information

The MAT is a web-based tool that allows measure developersinfo-icon to author eCQMs. Using the tool, authors create CQL expressions, which use the Quality Data Model (QDMinfo-icon) as their foundation. Please see https://www.emeasuretool.cms.gov/ for more information on the MAT.

Bonnieinfo-icon is a web-based tool for testing eCQMs designed to support streamlined and efficient pre-testing of eCQMs, particularly those used in the CMS Quality Reporting Programs. Please see https://bonnie.healthit.gov/ for more information on Bonnie.

To learn more about CQL, please visit the CQL Education page on the eCQI Resource Centerinfo-icon. Any CQL-related questions can be submitted to the ONC CQL Issue Tracker.
