Tool Description

A development tool for HIT vendors who are testing synthetic QRDA Category I and Category III documents for conformance to the base HL7 QRDA standard and CMS submission requirements for HQR and PQRS for the 2016 reporting program year. Validates files against the base HL7 IG, or for the EH or the EP constraints as specified in the 2016 CMS Combined IG and 2017 CMS HQR IG.

Pre-Submission Validation Application (PSVA) is a client side tool that allows submitters to verify and validate the structure of QRDA Category I files within the user environment prior to CMS Submission.

CMS system used by EHs and CAHs that are reporting eCQMs under the Medicare EHR Incentive or the Hospital IQR Program. It accepts test files at any time and performs the same validation and measures calculation as done for production files that would be submitted to meet program data submission requirements.

SEVT is located on the Physician and Other Health Care Professionals Quality Reporting Portal. The SEVT currently accepts the following 2016 file formats:

·        QRDA Category I

·        QRDA Category III

·        Registry

·        QCDR

NOTE: Only test data is accepted through this interface.

How to Access

Accessible to anyone at https://cypressvalidator.healthit.gov/

Users must login to the QualityNet Secure Portal with valid user credentials to download the PSVA tool. After the initial PSVA tool download, the user will install the PSVA tool in their client environment.

Users must login to the QualityNet Secure Portal with valid user credentials to access the EHR Incentive Program Hospital eCQM Reporting link.

Users should have an account in EIDM system and a submitter role.

TOOL FEATURES

HL7 QRDA Version

Supports QRDA Category I R3 and R3.1. Supports QRDA Category III R1 and R1.1

QRDA Category I files must conform to R3 of the HL7 QRDA IG and QRDA Category III files must conform to R2 of the HL7 QRDA IG.

Accepts PHI

https://cypressvalidator.healthit.gov does not accept PHI/PII. A downloadable version of the Cypress Validation Utility is available by itself or with Cypress v3.

Accepts real or test data. The application validates and securely submits patient data containing PII and PHI.

The system can accept PII or PHI in files submitted.

Files with PHI data should not be submitted.

CMS Programs Supported

EP and EH EHR Incentive programs.

HQR-EHR submissions for EHR Incentive (Meaningful Use) and IQR programs.

HQR-EHR submissions for EHR incentive (Meaningful Use) and IQR programs.

SEVT is specific to submissions through PQRS, CPC, and EHR Incentive programs.

Interface with CMS

Can transmit validated files to CMS though a secure Axway interface via SFTP to both the TEST and PROD system.

This is the official CMS submission system and is completely integrated into the CMS infrastructure. All files that pass test submissions validation will pass production submission validation.

This is the official CMS PQRS Submission system that accepts test data to validate user’s files prior to submitting real data using the submission interface.

Validates CMS Rules

Yes, for HQR and PQRS based on CMS 2016 Combined IG and CMS 2017 HQR IG. However, it does not perform all validations that occur on the official CMS systems.

The Cypress Validation Tool was updated in June 2016 to support:

·        Discharge dates and reporting parameters checks with allowable submission periods

·        Data Criteria Validation. Checks that QRDA files use codes and value sets appropriate for the measures being reported

·        Neutral and Version Specific ID values are correct

·        Measure Populations are only reported once

·        Performance Rate Calculations are correct

Cypress does not perform the following CMS required validations:

·        Authorized CCNs

·        Specific checks for CDAC users

Yes, for HQR based on CMS 2016 Combined IG. However, it cannot perform all validations that occur on the official CMS systems.

PSVA does not performing the following CMS required validations:

·        Authorized CCNs

·        Neutral and Version Specific ID values

·        Discharge dates and reporting parameters checks with allowable submission periods

Yes, beginning with the HQR 10.0, the system validates HQR test submissions based on CMS 2016 Combined IG.

 



2015 CMS combined guide and PQRS EP validations including correct Value Set values for a QDM category, HIC # format validation, TIN/NPI format validation, Program Name validations against Registration information, Site Id validations, etc. In addition, many PQRS specific validations are also performed.

Operating Environment

Runs in the Amazon public cloud. AMI and VM available for download as standalone or alongside Cypress certification tool.

Supported on Windows, operating systems only, requires JRE V1.7 on the client machine, and lists the minimum hardware system requirements.

Runs on the CMS Hospital Quality Reporting site. This is a secure environment running in the CMS Data Center. No tools are necessary other than a standard PC with a supported web browser.

Runs in the QualityNet PQRS portal. Requires account in CMS EIDM system.

Number of Files Validated

Zip file containing up to 15,000 (QRDA) files, for a maximum uncompressed size totaling 4GB.

Error Reporting

Displays all error messages on the screen found for the entire file; identifies QRDA statements in error.

All results from test submissions are stored indefinitely. They can be retrieved at any time via a variety of reports available.

Since this is test data, the XML content of the file is not stored in the database. However, meta data related to SEVT submissions are stored in DB.

Test submissions through the CMS QualityNet Secure Portal are identical to the production submissions in terms of validation and measure calculation. A vendor or provider will know exactly what the production results will be for a QRDA by using the test submission feature in the secure portal.

Production Pilot was completed in July 2015. Latest Production version, PSVA 1.2.1, was released November 17, 2016.

The CMS QualityNet Secure Portal is a shared submission system, and all files are processed in a first come, first serve queue. A time delay in having results available in reports can be impacted by the volume of submissions occurring at a given time.

The CMS receiving system will be updated to accept test and production files for CY 2017 QRDA standards and eCQMs in the spring of 2017.
