The Centers for Medicare & Medicaid Services (CMS) has published the draft 2019 CMS Quality Reporting Document Architecture (QRDA) Category I Schematron for Hospital Quality Reporting (HQR) for public comment. Please note that this is a draft document and the contents are subject to change.

The 2019 CMS QRDA I Schematron is a companion to the 2019 CMS QRDA I Implementation Guide (IG) for HQR and allows for computerized validation of QRDA documents against the IG requirements. The Schematron helps Eligible Hospital and critical access hospital submitters check QRDA I files for electronic Clinical Quality Measures (eCQMs) starting with the calendar year 2019 reporting period. The final Schematron is incorporated into the CMS pre-submission validation application (PSVA) tool and the QualityNet system in order to ensure QRDA I files comply with the IG.

How to Submit Comments on the draft Schematron:

  • JIRA ticket number QRDA-681.
  • A JIRA account is required to comment.
  • Comments will be accepted until 5:00 p.m. ET on April 20, 2018.

The final 2019 CMS QRDA I Schematron and sample file will be published on May 4, 2018 on the eCQI Resource Center QRDA page.
