What is the Quality Data Model (QDM)?

The Quality Data Model (QDM) is an information model that defines relationships between patients and clinical concepts in a standardized format to enable electronic quality performance measurement. The model is the current structure for electronically representing quality measure concepts for stakeholders involved in electronic quality measurement development and reporting. The QDM is currently being aligned with other relevant clinical decision support (CDS) standards.

The federal government and private stakeholders provide opportunities for stakeholders to actively engage in eCQI efforts through open meetings, public comment periods, expert panels, and educational events. Select the user type you most associate yourself with and the table will sort opportunities they may be of interest to you.

Eligible Professional / Eligible Clinician eCQMs

The electronic clinical quality measures (eCQMs) are updated for calendar year 2019 reporting for eligible clinicians participating in the Quality Payment Program (QPP): the Merit-based Incentive Payment System (MIPS) and Advanced Alternative Payment Models (Advanced APMs); Comprehensive Primary Care Plus (CPC+); and eligible professionals participating in the Medicaid Promoting Interoperability Program. Measures will not be eligible for 2019 reporting unless and until they are proposed and finalized through notice-and-comment rulemaking for each applicable program.

The Centers for Medicare & Medicaid Services (CMS) has published the draft 2019 CMS Quality Reporting Document Architecture (QRDA) Category III Schematron for Eligible Clinicians and Eligible Professionals for public comment. Please note that this is a draft document and the contents are subject to change.
