Seeking Public Comment: Measuring Outcomes in Orthopedics Routinely (MOOR)

The Call for Public Comment period opened on February 4, 2021 and closes on March 12, 2021

CMS has provided funding to Brigham and Women’s Hospital (BWH) Center for Patient Safety, Research, and Practice to convert one existing NQF-endorsed measure related to orthopedics to an eCQM, to develop three new eCQMs related to orthopedics, and to develop a new patient-reported outcome-based performance measure (PRO-PM) related to Care Goal Achievement following a total hip arthroplasty (THA) and/or total knee arthroplasty (TKA). The cooperative agreement name is Measuring Outcomes in Orthopedics Routinely (MOOR). The cooperative agreement number is 1V1CMS331637-01-00. As part of its measure development process, BWH requests interested parties to submit comments on the candidate or concept measures that may be suitable for this project. The primary objective of this project, as it relates to this public comment, is to gather stakeholder and expert input to inform clinical quality measure development for patients undergoing elective primary THA and/or TKA. We are especially interested in the stakeholders’ opinions on testing results for each measure. The information from these measures will be used to evaluate the quality of care provided by Merit-based Incentive Payment System (MIPS)-eligible clinician-groups.
