The Centers for Medicare & Medicaid Services (CMS) hosted a public comment period for draft Digital Quality Measures (dQMs) to be considered for future use in CMS Quality Reporting Programs. From January 21, 2026 through February 25, 2026, CMS made available to public review, draft Fast Healthcare Interoperability Resources® (FHIR®) specifications for the dQMs presented below. CMS conducted this public comment period for the sole purpose of seeking public review and feedback on its technical dQM specifications as it explores transitioning to FHIR®-based digital quality measurement. Any future implementation of these dQMs would occur under formal rulemaking procedures.
